Affordable Housing

The Housing and Community Development Division (HCD) plays a lead role in the development of housing and citizen support programs to serve the city’s low and moderate-income households, homeless, and disabled populations. HCD maintains and expands housing opportunities for low and moderate-income persons and families in the city by: 

  • Preserving the city’s housing stock through rehabilitation and repairing assistance programs. 
  • Expanding the supply of affordable housing for lower income renters and owners, including first-time home buyers. 
  • Serving the needs of the homeless community and partnering with homeless service providers. 
  • Providing impartial, unbiased, investigation services for discrimination complaints in the areas of employment, housing and public accommodation to any person that believes they have been discriminated against. 
  • Providing outreach activities by offering employment, housing and public accommodations, and seminars/workshops to keep the public informed about their civil rights.

CRA Housing Rehabilitation and Renovation Program

 The City of Tampa’s Community Redevelopment Agency (CRA) is pleased to announce the launch of the Housing Rehabilitation & Renovation Program (HRRP). The program aims to provide financial assistance for the renovation and repair of homes within the City of Tampa’s CRA Districts, ensuring safe and secure housing for all residents. Some eligible repairs that are covered through HRRP are:

  • Roof system repair or replacement
  • Failing or lacking plumbing
  • Electrical systems
  • Failed structural systems such as floors and structural walls
  • Lack of working heat/AC
  • Exterior deterioration (walls, foundation, porches, siding, etc.)
  • Window Replacement
  • Tree Trimming
  • ADA improvements

This program helps residents of Tampa’s CRA’s — both renters and homeowners — who earn up to 140% of the Area Median Income (AMI).

To apply, residents must fill out the application, which will be distributed on specific dates and times to better serve residents and property owners interested in the program. In addition to filling out the application, individuals must provide the following information: Personal identification, proof of income from all sources for all household members for the last 60 days, recent bank and utility statements, current mortgage statement (if applicable), and a copy of the current homeowner’s insurance policy.
